Maybe try the one you are not using. Take the plugins out and see if it works then to see if is a plugin problem. If you add the plugins back in, make sure they match the 32 or 64 bit version of FMPA 16 you are using.
Its been my understanding that FileMaker has not tested FM16 with Windows Home but that does not mean it will not work. I do not have any plugins. As a runtime solution without the Troi plugin it works fine. As a runtime solution with the Troi plugin it does not crash if I enter the program without going to the Registration page. But if I go to the Registration, Free Trial, or License page places that users only visit a few times to register and buy the program it crashes with astounding regularity when I do the Adjust Window Resize to Fit script step. I could try to take that script step out of those layouts but that is unwieldy and makes very little sense.
